More webmasters these days,
are finding out that signing up with companies/networks that pay
for ad hosting, is a bad business decision. The reason why is that
most of these networks, end up not keeping their end of the bargain,
in other words, they refuse to pay for the services they received.
These bad companies usually use excuses such as: "lack
of content", "fraud", "inappropriate content",
to terminate the member's account and therefore avoid paying for
the services received.
Even though this is common, it is important to note that there
are still a few companies/networks that are good, in the sense that
they honor their contracts.
If you are a Webmaster looking for an advertising network to sign
up with, you should definitely do the following.

Do your homework
Do a lot of research before you sign up with an advertising
company/network. Doing research will help you find out whether
or not an advertising company is good for you and suits your
(financial) needs.

Get referrals
Go to a newsgroup, chat room, or the like, and ask as many people
as you can for advice and whether or not some of them have or
have had any experience with the network you are planning to
sign up with. You'll thank yourself for doing this.
Finally, use common sense. If the network you are planning to sign
up with offers deals that are too good to be true, then it might
be wise to keep on looking because it will most likely be too
good to be true.
