It means that whoever designed that site, designed it so that it is best viewed when your computer is running at either resolution.

Although most new computers run at resolutions of 1024x768, there are still many computers out there that are running at lower resolutions such as 640x480 or 800x600.

If you would like to view web sites at either resolution, all you have to do is change your monitor/display resolution
