Let's get down to business. Fire up PhotoShop and create a new
image with white background - any size will do. Go to Windows>Show
Channels, create a new channel and click on it to make it active.

Next, select the Elliptical Marquee Tool and make a circle
on the image. Then, using the Paint Bucket Tool, fill the circle
with white color. Repeat this process to create another circle at
the right-hand side of the image.
Next, select the Rectangular Marquee Tool and connect the
two circles using the same technique you used to create the first
circle.
Now hold down the CTRL key and select the Alpha 1 channel, then
go to Layers, click on the background layer to activate it and create
a new layer. Finally, fill the selection with any color using the
Paint Bucket Tool.
To spruce up your button, go to Layer>Effects>Bevel and Emboss,
and select accordingly.
If you want to create circular buttons really fast, simply create
a new image, make a circle with the Elliptical Marquee Tool
and fill it with the color of your choice, then go to Layer>Effects>Bevel
and Emboss, and that's it!
